Sets the open transaction's time zone, as SET TRANSACTION TIMEZONE = … does, for this transaction only. It's kept when the access mode changes.
Under manual commit with no transaction open, opens one.
Throws
outside a transaction under auto-commit, or once the transaction has run a query or a write.
