startDeviceAuth
Starts the OAuth device-authorisation flow for user. Show the caller DeviceAuth.url, then call DeviceAuth.await, which blocks until they approve.
Throws
(xtdb.authn/failed) if the provider refuses to start the flow.
if the node's authenticator doesn't support device authorisation.
